General Definition of Work
Performs skilled trades work in the operation and maintenance of a water and/or wastewater systems, providing potable water and sewer service for customers, operating water and wastewater systems in accordance with the Virginia Department of Health and Virginia Department of Environmental Quality rules and regulations, and related work as apparent or assigned.  Work is performed under the moderate supervision of the PSA Executive Director.

 Essential Functions

  • Operates and maintains the water and wastewater systems, plants, pump stations, M, ARV's, etc. in compliance with the Virginia Department of Health and the Department of Environmental Quality rules and regulations.
  • Performs procedures, including collecting appropriate samples, that ensure that pH, dissolved oxygen, suspended solids, fecal, biological oxygen demand and e coli levels remain within a specific range as required by the Department of Environmental Quality and the Virginia Department of Health.
  • Prepares and maintains maintenance records on all plants, pumps, equipment, etc.
  • Maintains readiness of testing equipment, chemicals and supplies for the operation of sewer and water systems; maintains inventory of supplies.
  • Repairs, maintains and performs preventative maintenance on equipment as needed; greases equipment; changes oil, belts, etc.
  • Performs the duties of Meter Reader/Water Technician as assigned. 
  • Maintains cross connection control program; oversees flushing program for assigned water systems.
  • Maintains records on equipment usage including hours run and gallons pumped.
  • Receives and responds to customer inquiries and complaints.
  • Assists in the preparation and submission of required reports.
  • May be required to work outside normal work hours in emergency and on-call situations.

  • Other duties as assigned by supervisor

Knowledge, Skills and Abilities
General knowledge of the operating characteristics and maintenance requirements of a water and/or wastewater systems; general knowledge of hydraulic, chemical and mechanical principles pertinent to and water and/or wastewater systems; general knowledge of the occupational hazards of the work and of the necessary safety precautions; ability to understand and follow oral and written instructions; ability to read meters and charts accurately; skill in the use and care of hand and power tools; mechanical aptitude; possession of technology skills including computer and various other systems; ability to establish and maintain effective working relationships with associates, elected officials, engineers, contractors, consultants, regulatory agency representatives and the general public.

Education and Experience
High school diploma or GED, or equivalent combination of education and experience. 

Physical Requirements
This work requires the regular exertion of up to 50 pounds of force, frequent exertion of up to 100 pounds of force and occasional exertion of over 100 pounds of force; work regularly requires speaking or hearing, using hands to finger, handle or feel and reaching with hands and arms, frequently requires standing, walking, stooping, kneeling, crouching or crawling, pushing or pulling and lifting and occasionally requires sitting, climbing or balancing, tasting or smelling and repetitive motions; work requires close vision, distance vision, ability to adjust focus, depth perception and color perception; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, assembly or fabrication of parts within arms length, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work regularly requires exposure to outdoor weather conditions, frequently requires exposure to wet, humid conditions (non-weather), exposure to fumes or airborne particles, exposure to toxic or caustic chemicals and exposure to the risk of electrical shock and occasionally requires working near moving mechanical parts, working in high, precarious places, exposure to vibration, exposure to bloodborne pathogens and may be required to wear specialized personal protective equipment and bodily fluids; work is generally in a loud noise location (e.g. grounds maintenance, heavy traffic).

Special Requirements

  • Possession of or ability to obtain Class 3 Waterworks and Class 3 Wastewater licenses within two years of employment.
  • Valid commercial driver's license preferred.
  • Valid driver's license in the Commonwealth of Virginia.
